Well, the first jurisdiction at the state or provincial level. Cambridge, Massachusetts has used STV for city elections since about 1940. About 22 other U.S. cities have used it at one time or another, along with a few more in Canada. And British Columbia itself used STV for parts of the province (with single member districts in some areas) in the early 1950s.
That said, the referendum on May 12 is a very important opportunity. I wish the campaign well. I have already contributed beyond my means, but I can still urge others to visit http://www.stv.ca and give what you can — BUT HURRY. THE DROP-DEAD DEADLINE FOR PLACING TV ADS IS TUESDAY, AND THEY HAVE TO KNOW HOW MUCH MONEY THEY HAVE BEFORE THEN.
