A true leader expands the boundaries of possibility. Pierre Trudeau did not give us the Charter of Rights and Freedoms we were clamouring for. He gave us the Charter we never thought was possible.

If leadership is the heart of good public policy, accountability is its soul. You owe an account of our stewardship. You exercise power, not in your name, but in the name of citizens.
